A modern procurement front end for the City of Atlanta, built on Bubble in about six weeks

With APG Emerging Tech, Codi Technologies built a new user interface and workflow layer for the City of Atlanta Department of Procurement on top of its Oracle system of record. The database stayed. The experience changed.

The problem

City procurement ran on an Oracle database with a user experience built for the database, not for the people using it. Staff needed a faster, clearer way to move work through the department, without replacing the system the city already trusted.

What we built

GovAutomations Procurement is a Bubble application that sits on top of Oracle. API integrations push data in, pull data out, and present it in an interface designed around the team's actual workflow. Workflow automation replaced the manual steps that used to slow everything down.

Bubble entered the picture once the team chose to add workflow automation and rebuild the interface, rather than touch the system of record. That kept the project small enough to ship quickly and safe enough for a city department.

How it went

Justin Cullifer of APG Emerging Tech and Lucas Bennington of Codi Technologies met at BubbleCon in October 2023. Planning started in mid-November. Development began the last week of November. Phase one deployed to production the first week of January 2024.

At the city's request, APG Emerging Tech retains ownership of the platform, so the city gets the benefit without taking on the maintenance.

Outcome

Phase one shipped on schedule and ran in production for the department, with a phase two scoped for workflow orchestration, form submission, and notarization tracking. The program has since concluded. What carries forward is the pattern: a Bubble interface and workflow layer on top of a system of record the client already trusts, delivered in weeks.
